The authors of this blog are not prepared to comment with regard to that observation, but are concerned that public money may, unintentionally, be being misspent on some of the rents that Kullar receives for his properties.

One wonders if there is any chance that this building (at present Kullar's offices) will be converted into a 'hotel'.
Or is this simply another ruse, by Kullar, to create a large number of small, inappropriately modified units, that can be packed with tenants - all paying exorbitant rents ?


Kullar, himself, lives in a palatial home at 1 Sandhurst Road, Bexley Kent, DA5 1DD.

Kullar is a Sikh - so here's some information about Sikhism

Sikhism, or known in Punjabi as Sikhi, is a monotheistic religion founded during the 15th century in the Punjab region of the Indian subcontinent, by Guru Nanak and continued to progress through the ten successive Sikh gurus (the eleventh and last guru being the holy scripture Guru Granth Sahib.
The Guru Granth Sahib is a collection of the Sikh Gurus' writings that was compiled by the 5th Sikh Guru).
It is the fifth-largest organized religion in the world, with approximately 30 million adherents.
Punjab, India is the only state in the world with a majority Sikh population. 
Guru Nanak inspired people to earn an honest living without exploitation and also the need for remembrance of the divine name (God).
Guru Nanak described living an "active, creative, and practical life" of "truthfulness, fidelity, self-control and purity" as being higher than a purely contemplative life.

Some may wonder if Kullar is aware of the high ideals which inspire the followers of Guru Nanak.
Strangely, Kullar, despite the fact that he is a Sikh, likes everyone to actually call him Nicky !
Unlike most Sikhs he doesn't wear a turban, and it has been suggested that he wears a wig, or perhaps he just has a very bad hairdresser.

So let's visit a typical Nicky property.


From the outside it looks pretty average, although this photo was taken a number of years ago - since then the paintwork has peeled, the window frames have rotted and the roof in one of the flats has fallen, and the whole building is riddled with damp.
It's only when you go inside that you get the real picture.
Originally the building was divided into two one bedroom flats, and two, four room business premises.
When Kullar bought the property he immediately got rid of all the tenants, except one - who refused to move.
He then converted both business premises into four flats, without informing Greenwich Council of the change of use, or getting any approval for the conversions.
One flat he was unable to convert, but the other flat he converted into two flats, again without any approval from Greenwich Council.


On entering the hallway the overwhelming impression is one of neglect and dirt.
Kullar bought the property at least ten years ago, and has not decorated the public areas, (Hallway, stairs and landings), during that period.
Even more surprising, he has never had the public areas cleaned.
Externally he has never had any windows cleaned, and window frames (except for one top attic flat) have never been maintained or painted - resulting in the rotting of the frames.
In some flats most of the windows do not open.


The lights in the communal areas (Hallway, stairs and landings) do not work.
This box, consisting of a tangle of wires, and some very old equipment, is not contained in a fire-proof box, and is situated at the point which is located at the exit that tenants would use in the case of a fire.
It is therefore an extreme fire hazard.
In addition, because of the lack of security at the main entrance, (there is a lock but some of the less responsible tenants leave the door open) this box is often open to interference from individuals who can simply step off the street.
Security is so bad in the building that one tenant has been burgled, and had the flat trashed on two occasions, by individuals simply entering the building through the unsecured main entrance, and kicking open the door of the flat, which already had a damaged door frame.



The lack of lighting is partly because the lights are linked to some of the tenant's electricity supplies, and quite rightly, they object to paying for lighting for other tenants - so the bulbs are removed and never replaced.
Of course, this makes these areas very dangerous after dark.



This door should be a self closing fire-door - but it isn't, and like the rest of the public areas it hasn't been painted for ten years.


Now going up and down stairs with worn carpets is dangerous enough without lights, but it is even more dangerous when there is no hand-rail - and one tenant using these 'facilities' is an old-age pensioner.

And when we mentioned worn stair carpets we were not joking


When Greenwich council finally 'caught up' with Kullar, they required him to have some modifications to the premises.
Kullar, of course, never uses proper, skilled tradesmen because he,  a) wants to save money, b) sees no reason why his tenants, whom he considers to be the dregs of society, should have a good standard of service.
So - when the 'workers' are finished, they just go, and leave all their rubbish on the stairs, where it can trip up the residents.
Would they do this if they were working in Kullar's luxurious home in Bexley ?
Well - no, because he would employ proper, skilled tradesmen.
And the works ? - Rubbish !


And all that mess was made by fitting a smoke-alarm - which, of course, doesn't work.


Greenwich Council required fire-doors.
This is not a fire-door, (Kullar saving money again - after all the tenants are not his friends or family so he doesn't care if they burn to death), and in addition it opens inwards, (into the flat) whereas a true fire-door should open outwards to aid tenants in their escape.
Also a fire door is meant to retard the course of a fire, but this fire-door is topped by a glass panel, which would break with the heat, and allow the fire to spread.
The smoke detector, seen through the glass, is another non-working detector.


This is another fire-door, which is actually a standard internal door, (disguised as a fire door), with the keyhole and lock void ingeniously stuffed with inflammable paper and filled, and with a cracked door-case.


One of the main problems in Kullar's properties is penetrating damp - as seen in this kitchen.
This is caused by lack of maintenance, mainly on the roof, external plumbing, guttering and pointing.
There is also a substantial amount of rising damp, affecting the lower basement flats.


There are two possible reasons why Kullar doesn't maintain his properties.
One is that he is just greedy, and just trying to keep as much money as possible for himself.
The other is that his two companies have financial problems - although why this should be so is difficult to explain, considering the high rents that he charges.
Interestingly, Kullar owes about £6,000 for gas consumption, about £2,000 for Electricity consumption, and a similar sum for water rates on this property - so what's going on ?
Kullar gave the address of one of the flats in this building for his billing address to the utility companies, rather than his home address (1 Sandhurst Road, Bexley Kent, DA5 1DD), or business address, (57-59 Bexley High street, Bexley Kent, DA5 1AB).
By giving a false address, he presumably intends to avoid paying the demands for payment that are regularly left in the unsecured hallway.
The question this obviously raises is - is giving a false address to utility companies with the intention of avoiding payment a case of fraud ?
And there is some proof for this:
Demands for payment have been found in the hallway of the particular property in question have been found.
Apparently the envelopes have been ripped open and the contents strewn on the floor.
Anyone could have done this, as the hallway is often open to all-comers - anyone off the street - or [perhaps Kullar makes secret visits and has thrown these demands on the floor in disgust.

This gas boiler hasn't worked for about five years, and the tenant, (a pensioner) therefore has no central heating and no hot water - and yet the tenant is still charged an exorbitant rent - which is actually paid by Greenwich Council, in the form of Housing Benefit. The flat was let as a 'furnished flat' (there is a fridge, chair, sofa, wardrobe and bed and electric cooker). Neither the fridge, nor the cooker work, so the flat in question has no central heating, no hot water, no refrigeration and no cooking.


One of the causes of dampness is windows that do not open - as in this case, - however, the bottom of the frame has rotted, and the glass has slipped down, allowing wind and rain into the bedroom.


The window shown above is part of this poorly maintained attic dormer.


The Tenant in this flat pays a high rent, and does not rely on Housing Benefit, so Kullar repairs this attic dormer, and installs new windows - compare

Buckets, (bought by the tenant, and not Kullar|) are the only things preventing the water from moving down to the next floor, and bringing down another ceiling.
Kullar is obviously hoping that this tenant will leave, as the tenant occupies the only flat that Kullar has not been able to convert.
If the tenant - who is a pensioner with numerous serious health problems - leaves, then Kullar will double his income by creating two flats out of one.



While Kullar is ultimately responsible for the appalling conditions in which he expects many of his tenants to live, one must question why Greenwich Council is using tax payer's money  (in Housing Benefit) to make Kullar a rich man.
Kullar should not be permitted to demand excessive rents for accommodation which is not fit for human habitation.
And, of course, there is also the question of possible fraud, with regard to the utility bills.
And what about Kullar, and all those fine words about 'earning an honest living without exploitation'. (see above).

So why should we be concerned ?

Well, while landlords should expect to make a reasonable living from the rents that they charge, they must accept that a proportion of those rents must be re-invested in the accommodation they are letting, if the tenants are to live in safe, healthy and pleasant surroundings.
Now Kullar has spent money on his properties, but only to alter them inappropriately, and in many cases contrary to health and safety considerationsin order to cram as many tenants into a certain building as is possible.
He has not, however, invested in maintaining his properties to a standard that any reasonable person would consider acceptable, or even safe.
This could be seen as a matter between himself and his tenants, but as many of his tenants are very poor, and in some cases vulnerable individuals, they rely of Greenwich Council to cover their rental payments, as their income is insufficient to pay the excessive rents that Kullar charges.
And so Kullar's actions must be seen as a matter of public concern.
It is the intention of Greenwich Council that the poor and the vulnerable, particularly those who are sick and old, should have made available to them a reasonable standard of housing, and the Council pays landlords, (such as Kullar), through Housing Benefit, to provide this service.
It should not be the intention of Greenwich Council to make Kullar rich at the expense of the disadvantaged and the vulnerable, and one can be quite confident that the residents of the Royal Borough of Greenwich do not want their hard-earned Council tax paid for such a purpose.

UPDATE

It appears that - possibly as a result of images displayed on this website - the Environmental Health Department of Greenwich Council have decided to re-investigate Kullar, and the properties that he owns, and offers for letting.
